Key reforms in SECRETS & SCANDALS grew from an anti-corruption matrix that I developed for international visitors. Over more than a decade, the U. S. State Department sent foreign officials to learn from Rhode Island’s struggle. Their programs had titles like “Anti-Corruption: Ethics, Accountability and Transparency in Government.” I later refined this matrix with graduate students at the University of Rhode Island. The specific problems and reform goals reflect our experience in Rhode Island, but its themes are universal. I hope they offer a blueprint for open and accountable government.
